Public bug reported:

For some reason c-down-mouse-1 does not work.
I tried to start emacs without init file: "/usr/bin/emacs-gtk -q", but the 
problem did not disappear.
I built my own package from emacs-26.3 sources (emacs-26.3.tar.xz from 
ftp.gnu.org, build server ubuntu 18.04.3). If I install this package into 
ubuntu 20.04, then c-down-mouse-1 works ok.
