Possible workaround:

switch back to ifupdown and don't use netplan


sudo apt-get update
sudo apt-get install ifupdown

cat << EOF > /etc/network/interfaces
auto lo
iface lo inet loopback
auto eth0
iface eth0 inet manual
EOF

systemctl stop systemd-networkd.socket systemd-networkd \
networkd-dispatcher systemd-networkd-wait-online
systemctl disable systemd-networkd.socket systemd-networkd \
networkd-dispatcher systemd-networkd-wait-online

sudo apt-get purge netplan.io
