Hello,

isc-kea-common 1.6.1-isc0042520191119145256 is not an ubuntu package. I
believe that came from upstream. The debian/ubuntu packages do not have
the "isc-" prefix.

https://kb.isc.org/docs/isc-kea-packages says:
"""
Package Names
We have labelled all of our packages "isc-kea" to keep installation from 
over-writing existing packages you may have from another source
"""

Indeed, https://cloudsmith.io/~isc/repos/kea-1-6/packages/ (linked from
above) contains isc-kea-common which contains  isc-kea-common
1.6.1-isc0042520191119145256

That being said, the debian package used to remove the user in postrm, but 
stopped doing that in 1.5.0-2:
isc-kea (1.5.0-2) unstable; urgency=medium

  [ Jason Guy  ]
  * Stop deleting _kea user and group on postrm for security

Purging it works fine in focal, but I'm still seeing these:
Purging configuration files for kea-common (1.6.2-0ubuntu1) ...
dpkg: warning: while removing kea-common, directory '/var/log/kea' not empty so 
not removed
dpkg: warning: while removing kea-common, directory '/var/lib/kea' not empty so 
not removed


For which I will file a bug, once I double check the debian policy that these 
contents (logs and lease files) should be removed on purge.
