I doubt it was 1.3.7-2 that worked last for you.
1.3.7-1 and 1.3.7-2 had a very significant bug where updates would hang due to 
a bad commit introduced

These were fixed in 1.3.7-3 and later

I would recommend that you file a bug upstream for debugging.  Although
an update worked with 1.3.7-3, it's entirely possible there is a
firmware bug with updating that your manufacturer will need to fix, but
it would be properly triaged there.

Same goes for you, if it's not boot order lock causing the problem, this needs 
to be debugged upstream.
