Using 19.10 for a long time. This week had 2 times issue: 
1st time:

last kernel 5.3.0-45
hanged on boot and on recovery:
loading initial ramdisk (in recovery mode, 5.3.0-45)
Somehow I managed to boot and after this worked properly

2nd time, today:
the same behavior, 5.3.0-42 recovery too.
Chrooted from rescue USB and upgraded 3 packages, one of them was something 
about microcode...
here are my versions, but didn't help...

After I found your comments before, I tried to plug in power cable to my Dell 
Lattitude 5500 and I managed to boot with a normal mode. This way I remembered 
I plugged in a cable the 1st time too before successful booting
The laptop is based on intel
