A buddy is running a Pi 4 with the official 20.04 Pi image (freshly set
up) and with the 1011 kernel WITHOUT ISSUES. His config looks like this:

cmdline.txt:

console=tty1 net.ifnames=0 dwc_otg.lpm_enable=0 elevator=deadline fixrtc
