oem-stella.cmit-abra-meta_20.04ubuntu1.dsc in the referred PPA is prepared as if for the OEM archive. For Ubuntu Archive the packaging should point at the -ubuntu branch, not the -oem branch. And version number should be 20.04~ubuntuX, not 20.04ubuntuX.
I think you are asking for somebody from the OEM team to sponsor oem- stella.cmit-abra-meta_20.04ubuntu1.dsc into the focal stella.cmit suite. However note, it seems like cmit.abra-focal-oem branch is missing from the git repository, please push it. Looking at the git repository cmit.abra-focal-ubuntu branch, it looks correctly prepared for the Ubuntu Archive upload. However, http://hp.archive.canonical.com/dists/focal/stella is referenced in the apt source list, but is not available.
