I think that there should be a way to select layout during installation
and even make a list of languages that should be optional after the
installation.

In Hebrew we have a different problem where Hebrew layout is
automatically selected and when we're trying to type the password for
logging in after installation we're being kicked out because the layout
defaults to Hebrew.

I think emphasizing the layout selection along this process will be more
beneficial for users that need to switch to their layout or switch to
English, maybe having some tooltip explaining how to switch keyboard
layout or some accessible button at the bottom or top of the screen
(just a suggestion, it's probably not that good).
