I have to agree with Maarten. The pattern we ran into it with was using an Ubuntu base AMI on AWS. It boots fine. If you upgrade interactively, you get a prompt that can be answered correctly. If you use `cloud-init` and specify `package_upgrade: true` then the instance will come up correctly on that boot, but when you restart it, it will be unable to boot. Seems like that's an issue in the package. Likewise, unattended- upgrades will upgrade this package into a broken state.
