Public bug reported:

Since the upgrade to 20.04, there are no icons on my desktop. When I try
to drop a file to the desktop, I'm unable to and the file bounces back
to it's original location.

My desktop directory is still located in the user root directory and all
the files that are supposed to be in it, are.
