@ Chris, This bug might correspond to an observation, that I made years ago with persistent live drives made by mkusb.
Some old (at that time maybe middle-aged) HP computers refuse to boot . in BIOS mode - from a USB drive - via grub - in a GUID partition table (GPT). That made me add an entry to the settings menu, where the default in GPT, but the user can select MSDOS partition table. This is described in the following link, https://askubuntu.com/questions/1076951/what-are-the-mkusb-options- msdos-upefi-and-d-n-i If this is the case, it should work for you to create persistent live drives to work around this bug, when you select 'MSDOS partition table' in the settings menu of mkusb.
