Ok the other machine I was having this issue with is a kvm-qemu virtual machine acting as a mail server. On it I remove xorg-xserver-video* and with those removed it no longer hangs. So it seems somehow xserver graphics/video are involved. My workstation is using intel internal graphics and it is an i7-9700k so I use the kernel based x-server on it and don't need the others.
