I experienced the same issue on a fresh default install of 20.04 on a laptop with 4GB RAM (LVM, whole disk encryption...). Applications started (practically) freezing after some pretty light domestic use (a few Chrome tabs, Spotify...), with the memory and 1GB swap at 100%. Setting up a 4GB swap file (the recommended size in my case) as described above has solved the issue. However it seems a shame for Ubuntu that a default install doesn't seem to be appropriate for getting decent (or even acceptable) performance from what I guess is a pretty standard set-up. Why not use the recommended swap size by default?
