It sounds like the report are being submitted but did you actually go to https://errors.ubuntu.com/user/ID as you wrote on comment #6? Because as Daniel wrote in comment #3 'ID is the content of file /var/lib/whoopsie /whoopsie-id on the machine', so the "ID" part of the URL should actually be a number specific to your installation and leading to a page showing your reports
