balance_power is not a kernel default, so something on the system running which is changing cpufreq parameters. "balamce_performance" is the default.
Anyway thermald is setting the package power limit as per thermal tables. There is no power sharing info in the tables. We have this power sharing gap, which needs to be addressed. I thought it will be as simple as setting these knobs. But since they don't help, need to try other methods.
