Public bug reported:

If I try to add the Keyboard Layout Plugin to Budgie Panel my session
crashes with an overlay of some sort that doesn't allow me to run
'budgie-panel --replace --reset'.

If a plugin crashes then at least leave me with a desktop that I can try
to fix.

Well I guess I just submitted two bugs in one :)

Noticed while wondering why Ctrl+Shift+U doesn't work in Budgie when I
try to enter Unicode chars. Should be a third bug really.
