Hi,  i have similar issues after an upgrade to kernel 6.8.0-38.  I have a Dell 
XPS 9640, with Intel Ultra-7 CPU.  When I boot up, i get random horizonal lines 
across the top and bottom areas of the screen. They change every time i move 
the mouse or type a key, or appear randomly when the computer is running a 
task.  
The computer seems to temporarily stall when the lines change.

There's no issue with the last kernel 6.8.0-36.   I can make a video if
that's useful?
