We are switching gtk4 to use the ngl renderer by default for Ubuntu 24.10 which completely works around this issue for 24.10. The tracking bug for that is LP: #2082017
I'm closing the mesa task since it appears like the Mesa developers believe this to be a Nvidia driver issue. I created LP: #2083274 to track the cursor size issue on KDE Plasma when scaling is enabled.
