The following error causes the build failure:

usr/lib/gimp/2.0/plug-ins/file-heif is not build because the configure script
enables it only when
`$PKG_CONFIG --variable=builtin_h265_decoder libheif` and `$PKG_CONFIG
--variable=builtin_avif_decoder libheif` evaluate to 'yes'.
This is the case in Noble but not longer the case in oracular and plucky
causing the build failure.
