I can answer a couple of these quickly: re: #2 Yes the plan is to replace raspberrypi-userland with raspi-utils in the seeds. At least initially raspberrypi-userland would drop out of main and, if possible (I haven't check reverse-depends yet) be removed entirely.
re: #4 The plan is to drop kms++ to suggests.
