Sadly, systemd 257.6-1ubuntu1 didn't fix this. It only fixed bug
2113455.
This bug has returned after being masked for a while by bug 2113455. To
work around this bug 1970069 in Questing I have to use fsck.mode=skip.
So that sounds very much like a systemd issue still.
