Public bug reported:

After a kernel update from 6.8.0-1029-aws to 6.14.0-1010-aws, our AWS
Graviton metal instances (m7g.metal and g5g.metal) stopped scheduling
tasks on core 1-63. All tasks are schedule on core 0.

The issue was first detected because of increased build time.
stress-ng, confirmed the because stress-ng --cpu 32 didn't cause any spike
usage on core 1-63

All the cpu report as online, /sys/devices/system/cpu/cpuX/online = 1.

AMI id ami-0836fd4a4a0b4f6ec was used and kernel 6.14.0-1010-aws was
installed via apt upgrade.
