It's not obvious to me what to do with fullscreen mode and scaling factors.
If you are fullscreening an app like a browser then it should follow the configured scaling factor. If you are fullscreening a game that does not care about desktop scaling factors then its buffer should never be scaled or blurred, which I think is the problem here.
