As an extra note for additional context, I believe the present plan and wishes are to keep ubuntu-report seeded for desktop alongside ubuntu- insights for 25.10, and then removing ubuntu-report for 26.04. This is primarily because we don't have a method this cycle for refreshing consent for existing users, and transferring consent is likely infeasible. So if possible, it would be preferable to hold off on demoting ubuntu-report until then.
