Please try kernel parameter 'plymouth.use-simpledrm'. That will become
the default soon with bug 1869655.

Since 24.04 we have stopped shipping most DRM drivers in the initrd, to
save space (they are huge now) and because they take so many seconds to
load that they aren't functional until the root filesystem is mounted
anyway.

Some of the "tiny" DRM drivers are still included in initrd as well as
the one used here:

But it looks like the problem is that the framebuffer device hasn't been
created until 38 seconds in!?
