I can confirm, 
same error after clean install of hardy-alpha3 

the update-manager on the live cd told me:
update-manager:
Error communicating with the backend.
Please report this as a bug.


but running it anyways gave this:
not all updates can be installed

run a partian upgrade, to install as many updates as possible.

this can be caused by:
        a previous upgrade which didn't complete
        unofficial software packages not provided by Ubuntu
        Norman changes of a pre-release version of Ubuntu

choosing partial upgrade gives:
Could not calculate the upgrade

A unresolvable problem occured while calculating the pugrade.

Please report htis bug against the 'update-manager' package
and include the files in /var/log/dist-upgrade/ in the bugreport.

the dir only contained apt.log (attached)
