Public bug reported:

I suggest removing the binaries for llvm-toolchain-21 and spirv-llvm-
translator-21 from riscv64 from questing. This should allow llvm-
toolchain-21 and spirv-llvm-translator-21 to migrating from questing-
proposed to questing. Those 2 packages are only built on riscv64 in
questing and that happened because we skip running build tests on
riscv64.

I am concerned with how slow riscv64 builds are currently. It looks like
there is a high chance that llvm-toolchain-21 will not finish building
on riscv64 before Ubuntu 25.10 is released. If it does finish in time,
the binaries will be published to questing.
