What's you full output of `netplan get`? and all the contents in
/usr/lib/netplan/*.yaml and /etc/netplan/*.yaml?

I assume there's a higher order YAML file, defining "renderer:
NetworkManager" somehwere.

Consider adding a /etc/netplan/10-renderer.yaml, defining "renderer:
networkd", which should override the global default in lower-order YAML
files.
