Thanks for your investigation, and nice spot! The --root-dir command
should still be working as expected but apparently fell through the
cracks in testing (as the corresponding links and directories are
created by the netplan testsuite already).

I created a patch that would create the dirs and set the symlink inside
the tempdir accordingly, which should make this case work.
