It was suggested to the R package maintainers to start with leaf
packages, but that doesn't seem to have happened.

One of the first uploads was r-cran-bit64 which has quite a few reverse
dependencies, and several of them are maintained outside of this team.
I don't think bugs have been filed against the reverse dependencies in
Debian.

I think we can remove leaf packages right now, but for the rest,  we
should consider dropping the build-dependencies on architecture-
is-64-bit and "architecture-is-little-endian.
