Public bug reported:
I recently upgraded Ubuntu from 25.04 to 25.10.
Upgrade went fine, but the machine never came online after reboot.
While debugging, the server hangs on cloud-init-network.service.
Attached logs from journald of the last hanged boot.
It works fine when in recovery mode I select enable network and resume
boot. And when I disable cloud init
