It looks to me like this may have been a temporary issue in resolute as
different GNOME components (gnome-shell, gnome-session, gdm3) were
updated.

When I tried to restart from the command line, I was informed there was
a gnome-session inhibitor and I was told I could run this command to
ignore the inhibitor.

sudo systemctl reboot -i

Someone should check if this issue affects people upgrading to resolute.
