Relating to a previous bug with OpenSSH
(https://bugs.launchpad.net/bugs/2143545), the cipher policy change test
(test_openssh__ciphers__updated_on_policy_change.bats) fails for OpenSSH
server on the s390x architecture.
Hypothetically, the failure is due to the test using top-level variable
definitions requiring the existence of /run/sshd, which is created later
during the setup_file() call of BATS.
Interestingly this only seems to affect s390x and the exact reason is
unknown.
