FWIW I've noticed this issue for all sorts of log files on Ubuntu
22.04.5:

Mar 22 00:00:32 app1 rsyslogd: file '/var/log/ufw.log': open error:
Permission denied [v8.2112.0 try https://www.rsyslog.com/e/2433 ]

Mar 25 16:00:01 app1 rsyslogd: file '/var/log/mail.err': open error:
Permission denied [v8.2112.0 try https://www.rsyslog.com/e/2433 ]

Mar 25 16:00:01 app1 rsyslogd: file '/var/log/mail.log': open error:
Permission denied [v8.2112.0 try https://www.rsyslog.com/e/2433 ]

Each followed by an avalanche of suspended/resumed messages similar to
OP. Fills my syslog with garbage.

This happens on startup and after every logrotate. Seems like a maybe an
issue with the rsyslog package though I'm not really qualified to
speculate further.
