More detailed:

1. In debian/control remove the entries for the binary packages
   - printer-driver-hpijs
   - hplip-gui
   - hpijs-ppds
   - hp-sendfax

in the remaining binary package entries remove any "Recommends:" and
"Suggests:" of above-mentioned
   binary packages.

   In debian/ remove the files
   - printer-driver-hpijs.install
   - hplip-gui.install
   - hpijs-ppds.install
   - hp-sendfax.install

2. In debian/rules replace
   `--enable-gui-build`, `--enable-fax-build`, `--enable-hpijs-install`
   by
   `--disable-gui-build`, `--disable-fax-build`, `--disable-hpijs-install`

In debisn/control remove the GUI-related build dependencies

Or should we replace the binary packages

   - printer-driver-hpijs
   - hplip-gui
   - hpijs-ppds
   - hp-sendfax

by empty "transitional" packages (killer updates)?
