FYI - to not come back automatically you will need excludes for these -dev packages, like what you have:
supported:207: * Extra-Exclude: mirtest-dev libmirserver-dev # Mir brings libglm which depends on javascript framework. Dev only, let's exclude them. While at it I'd ask you to also coverlibxml++-5.0-doc as well the same way. I see this as "Rescued from libxml++-5.0" which pulls them in as well (and such packages often have unneeded css/javascript content and related dependencies).
