We want Ubuntu developers to use dput-ng instead of dput by default. We
do this by making ubuntu-dev-tools depend on dput-ng.
This newer implementation of dput is compatible with the older version,
but provides the concept of pre-upload hooks which can be used to catch
common mistakes by inspecting the changes file. The dput-ng package
comes with some of these hooks by default, and more can be added by
other packages, and locally by developers.
Hence, we think this change will help improve the quality of uploads
over time. The risk here is limited given ubuntu-dev-tools is a tool
intended for Ubuntu developers only, not general users.
