Another note:

if an abi isn't specified, apparmor falls back to an old compat abi, in
which network rules where optional and only became enforced if a network
rule was present to enforce it. This was done for a transition period
between bringing in the new network rules and syntax that made it
upstream, this was before the abi rule existed (or pinning) and allowed
policy to remain backwards compatible without breaking during the
transition period.

This could potentially explain why policy that doesn't have network
rules, would allow network access.
