That's a very reasonable expectation. I'm not aware of release upgrade
issues affecting freeradius, nor big changes in the packaging. I checked
our release notes and nothing of that scale jumps out at me.
Do you still have the upgrade logs from /var/log/dist-upgrade/? That
would help to check what decisions the upgrader did.
