Note that the fact that running update-grub allows you to make the
system unbootable in TPM/FDE installs is the actual bug here.
re-opening the grub2 task here as discussed before in the internal
mattermost channel...
update-grub needs to be a no-op on systems using snapped kernels and
bootloaders
