Testing found more issues, but those are the tests itself and not the upload.
I forked that off to https://bugs.launchpad.net/ubuntu/+source/tor/+bug/2163463 
which will be addressed by submitting that upstream and syncing back. It only 
makes sense going forward and since the tests can - due to external network 
needs - never work do not matter on the backports.

I have added all I got from upstream into the bug description.

I derived more testing from the autopkgtest (while they can't work on
infra they can help to verify in manual tests)

And I got review of my merge requests, one finding which is resolved
now.

Overall all was ready and an upload to -unapproved was made.
