And the 7.0 kernel could be from linux-generic-hwe-24.04

But with that, there is not really a "qemu 9.2.2" that is in the error
message.

You could have 9.2 form a PPA or from a newer release but that could explain 
mismatches and issues.
In fact there is no "qemu" package only the source has that name.

The log file shows it tries to install the right one that is in noble
(8.2.2):

The question really is where that odd qemu (odd name) 9.2.2 (unexpected 
version) is from.
To try to understand what might be going on, could I ask you to provide the

$ dpkg -S /usr/share/applications/qemu.desktop
