Update: this is already fixed in 0.14.0-1ubuntu0.1 (currently phasing in resolute-updates), which replaces the locale-dependent bracket expressions with explicit ASCII character enumerations.
Verified on my machine: after upgrading from 0.14.0-1 to 0.14.0-1ubuntu0.1, the script registers org.gnome.Ptyxis.desktop correctly under tr_TR.UTF-8, and Ctrl+Alt+T works again with the stock configuration.
