This is another duplicate of LP: #2151216 (the root cause being that
dist-upgrade is not supported, only ubuntu-release-upgrader).
The dist-upgrade didn't handle the flash-kernel -> piboot-try transition
(which is the critical portion of this), or the initramfs-tools ->
dracut transition (less important but useful to match resolute's
"default" install).
To try and fix in your case:
sudo apt install piboot-try dracut
This will prompt to remove flash-kernel (for piboot-try) and initramfs-
tools (for dracut), which is expected. Once that's complete:
sudo apt -f install
And hopefully anything still pending will be upgraded. The other thing
to double check (because you're on a Pi 4) is your EEPROM date:
sudo rpi-eeprom-update
If "CURRENT" is earlier than 2022-11-25, you must update your boot
EEPROM, or your system won't know how to deal with the A/B tryboot
facility. If this is the case:
sudo rpi-eeprom-update -a
Then reboot.
