The analysis is incorrect:

That's not true. pam_unix is aware of NSS users and will return
PAM_SUCCESS for GDM's dynamic users

> `/etc/pam.d/systemd-user` does not exist by default on Ubuntu.

It exists under /usr/lib/pam.d/systemd-user.
