* Merge with Debian unstable (LP: #2169125). Remaining changes:
- Ship 2026c ICU timezone data which are utilized by PHP in tzdata-icu
- Add autopkgtest test case for ICU timezone data
- Point Vcs-Browser/Git to Launchpad
* Update the ICU timezone data to 2026e
* Add autopkgtest test case for ICU timezone data 2026d and 2026e
tzdata (2026e-1) unstable; urgency=medium
* New upstream version 2026d:
- Canada’s Northwest Territories moved to permanent -06 on 2026-08-21 and
will not fall back from -06 to -07 on 2026-11-01
* New upstream version 2026e:
- Manitoba moves to permanent -05 on 2026-10-31 and will not fall back
from -05 to -06 on 2026-11-01
* Add autopkgtest test cases for 2026d and 2026e releases
* Revert POSIX conformance of old SysV names EST5EDT, CST6CDT, MST7MDT and
PST8PDT
* Bump debhelper compatibility to 14
