Hey there John! Thanks for the bug report. The issue here, IIUC, is
that `libwacom9-surface` from the linux-surface PPA is still installed,
which has previously shown itself to be problematic on upgrades (see
https://bugs.launchpad.net/ubuntu/+source/ubuntu-release-
upgrader/+bug/2150245).
I would suggest installing `libwacom9` from the archive instead and re-
attempting the upgrade. For now, I'll mark this bug as a duplicate of he
link I attached. However if this does not solve your issue, feel free to
let me know.
