Public bug reported:

ectrans 1.8.0-3 is stuck in stonking-proposed: arm64 never built and is
in dependency-wait.

  arm64: Dependency wait librocsolver-dev, libhipblas-dev, libhipfft-dev,
librocfft-dev
  excuses: missing build on arm64: ectrans-utils, libectrans-0, libectrans-dev
(from 1.8.0-1)

Cause:
Debian 1.8.0-2 re-enabled the HIP/ROCm (AMD GPU) backend on amd64 and arm64.
The ROCm Build-Depends are [amd64 arm64] and debian/rules sets ARCH_HIP:= amd64
arm64. In Ubuntu the ROCm libraries (10.0-0ubuntu1) are only built for amd64
and amd64v3; Debian also has them on arm64.

Fix:
Restrict HIP to amd64 in Ubuntu:
 * debian/control: ROCm Build-Depends (librocsolver-dev, libhipblas-dev,
libhipfft-dev, librocfft-dev, hipcc, pkg-rocm-tools) set to [amd64]
 * debian/rules: ARCH_HIP:= amd64

arm64 then builds with -DENABLE_ACC=Off, the configuration already used
on ppc64el, s390x and riscv64 for 1.8.0-3. arm64 also built 1.8.0-1,
which had HIP disabled.

This delta can be dropped once the Ubuntu ROCm stack is available on
arm64.
