I was wrong about systemd-hwe running the duplicate check at autopkgtest
time. It is only at build time. So, the duplicate rules will need to be
dropped on the next SRU of that package, but we don't necessarily need
to do it now because it makes no difference to a running system. I think
it is probably best to just wait until the next real SRU is needed for
systemd-hwe.
