@robllstevens from
https://bugs.launchpad.net/ubuntu/+source/linux/+bug/2169837 linked two
upstream patches in his bug report that appear to fix some amdgpu
graphical artifacts according to the comments. I'm not sure if this is
the same issue, but I built a test kernel with the fixes applied in this
PPA:

https://launchpad.net/~rossporter506/+archive/ubuntu/linux-generic

Any feedback on whether this solves the problem would be appreciated.
This kernel is entirely untested and unsigned (no good for devices
running secure boot), so I should provide the usual disclaimer that this
is just for testing purposes, not for use in production, etc., etc..

Install instructions:
# 1. Add the PPA
sudo apt-get update
sudo apt-get install -y software-properties-common
sudo add-apt-repository -y ppa:rossporter506/linux-generic
sudo apt-get update

# 2. Install the test kernel (LP#2169181 build)
sudo apt-get install -y linux-image-unsigned-7.0.0-38-generic
linux-headers-7.0.0-38-generic

# 3. Reboot into it
sudo reboot

# 4. Check the kernel installed correctly
uname -v # should read '#38+lp2169181v2-Ubuntu ...'
